Professional Development


Prof. Mawhinney Hanne Mawhinney, associate professor, Department of Education Leadership, Higher Education and International Education, University of Maryland
Expertise - education administration and leadership, especially leadership for the development of professional and learning communities, education policy, especially youth policy and accountability issues, school-community collaboration, and critical feminist theory.

Credentials - graduate program coordinator for the education leadership and policy studies area. Prof. Mawhinney also coordinates the activities of the Education Leadership Institute. ELI initiatives include the Maryland Principals' Institute a partnership with the Maryland State Department of Education, which offers professional development for principals. Another ELI initiative, the Prince George's County Leadership Academy, includes graduate study for principal certification for aspiring principals, and mentoring for new principals.

Prof. Parham Carol Parham, professor of practice and coordinator of outreach, Department of Education Leadership, Higher Education and International Education, University of Maryland
Expertise - personnel administration, educational leadership, labor negotiation, public policy in higher education, higher education financing, student financial aid.

Credentials - served for more than 8 years as superintendent of Anne Arundel County Public Schools. Prof. Parham was the first woman to serve in that position and the first African American. She was named 1996 Maryland Superintendent of the Year and has received many honors and recognitions over the past years. The Anne Arundel County Public Schools named their administrative building after her in 2002. She also worked in the Baltimore City Public Schools and Howard County Public Schools. She is an active member of many professional and civic organizations in the Washington, D.C. area.
